прогр.1) эк. "Новый курс" (экономическая и социальная политика президента Ф. Д. Рузвельта 30-х гг., направленная на преодоление Великой Депрессии 1929-1933 гг.; в 1933 г. была проведена система мер по оздоровлению экономики, в частности, при правительстве была создана Национальная администрация по восстановлению промышленности; во главе ее встал "мозговой трест" — совет из крупнейших экономистов и промышленников, который и стал осуществлять государственное регулирование хозяйства; промышленность была разделена на 17 отраслевых групп; во главе каждой группы был поставлен свой орган и для каждой группы были введены свои правила — "кодексы честной конкуренции"; "кодексы" устанавливали объем производства, цены и т. д., ставили производство в определенные рамки в соответствии с емкостью рынка сбыта, т. е. с расчетом не производить продукции больше, чем может поглотить рынок; другим направлением курса Рузвельта была организация больших государственных работ, на которые было ассигновано свыше 3 млрд. долл., — строительство дорог, аэродромов, школ, больниц и других сооружений в основном в сфере инфраструктуры; соответствующие меры были приняты и в сельском хозяйстве; государство стало скупать земли у фермеров, оставляя эту купленную землю как пустошь, без использования, стало выплачивать премии за сокращение поголовья скота, за сокращение продукции, т. е. старалось сократить объем сельскохозяйственного производства, привести его в соответствие с возможностями сбыта; такое государственное регулирование было необычным для капитализма и воспринималось как нечто некапиталистическое, противоречащее постулату о свободе рынка; поскольку меры Рузвельта ограничивали свободу предпринимательства, Верховный суд США признал политику Рузвельта противоречащей конституции, и в 1934 г. большинство мероприятий "Нового курса" было запрещено, однако кризис окончился, в экономике США наступил кратковременный подъем до нового кризиса 1937 г.; "Новый курс" остался в истории как символ воплощения идей кейнсианства на практике)See:2) эк. тр., брит.
